I don't recall having to accept the EULAs. The requirement to meet 3 MPH for 20 seconds could be met by just turning the unit on and acquiring a satellite connection.
It depends on where you are. I always answer no and the has the option to not ask again. The did not have the "don't ask again" option. Often, on a new device, all satellite information may need to be obtained by the GPS before it figures out where it really is and that you've already agreed to the things that keep coming up when you turn the Nuvi on. Yes get a strong signal. It did not stay on my other lmt once I had accepted it.
Oh well another call to Garmin. I'm sure you have used the Nuvi after getting a satellite signal and using the unit so the below suggestion may not work. Have you tried a hard reset yet? Once this requirement has been met, the EULAs should no longer appear during startup.
